I'm using a Western Digital 1TB Blue hard drive. I was wondering if it came with an operating system.

No, no drives come with an OS.

You have to buy it seperately.

No it doesn't come. None of the Drive ever comes with Windows, it is separate.

Drives do not come with an operating system, you need to buy either a key and a usb drive to install an os boot cd onto OR buy an official usb from microsoft for windows

Technically it comes with firmware which is like an operating system. they do have their own processors, memory and storage like a full pc

While what you say is technically correct, in that Data Lifeguard Diagnostic software is a DOS based utility, it's misleading to the OP, who obviously is very new to this type of information.
