You could have messed up the power supply to where it can't output the advertised wattage anymore it happened to me before I had to install a new HDD and the .05 amps more it took was too much for the computer and It would do its preboot diagnostics then when it started to boot the error about no enough power popped I could bypass it and go to windows and the computer power light would flash off for a second and it would reboot up even though the power supply as built was more than capable for this but this was a 7 year old supply so it had time to break. But I would try a new power supply
