Total war Warhammer frame drops

I'm running a 4770k @ 4.5Ghz and have a sapphire r9 290 trix oc
When I try 40v40 battles I get really bad fps no matter what my settings are (but with the unit size at huge) 
my GPU looks to be the culprit as it goes from 0% to 100% utilization while my CPU sits at 40%

wanna know if this is normal behavior for this game

what temperatures are you getting during gameplay? is the CPU throttling?

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

(seagates are originally external drives removed from casing and installed internally)

Case: Mission SG GGX 3.5 (same as Rosewill Cullinan or Anidees AI Crystal with other stock fans)
Cooling: Kraken X62 for CPU, Corsair H55 with NZXT Kraken G12 for GPU
