I recently bought a MSI GTX 1060 6gb. It was working fine until the fan speed increased to 100%. I opened MSI Afterburner and put the fan speed on auto and it did nothing. The only way I can get the fan to return to normal is by physically stopping the fan and spinning it myself. I'm not sure what it could be.
