I have the exact same problem. I was scared so didn't let it hit 99 but I can't make it through a bench mark because I get to 95 and then stop it. If it was fixed I would be stoked to hear what it is. I am also undervolting and now it's running at 75 degrees Celsius

*snip*

I see that you've already sent it in for repairs, but I just wanted to add that I had the exact same issue with my MSI R9 390. When I pulled it apart, there was a tiny corner of the GPU silicon that wasn't covered by the factory thermal paste.
My first attempt at re-pasting I just used the Pea sized measure & it helped under certain loads. Pulling it apart again, the paste hadn't spread as much as I would have liked, leaving me similar to the factory job.

Next & final attempt I put on a generous amount of Mx-4 thermal paste in an X pattern on it & now it's back within normal temps. (Jay did a great video on GPU paste that helped me a ton)
