So I was so happy that this 1700 I picked up hit 4.0GHz at 1.375V with 3000MHz Ram.  Turns out my board was messing with me.  Turns out when you adjust Core Voltage it locks the CPU at 1.5GHz regardless of what you set it to.  The Bios shows 4GHz but Windows shoes 1.5GHz and my cinebench numbers confirm that.  I am on a beta bios 803 but when I rolled it back to 612 it won't even OC ram.  Asus think it is either the CPU or Bios.  I do have a spare 1700x and 1600, but I am really thinking its the board (x370 Prime Day 1 purchase).  Currently, under Asus's tweak I can hit 3.8GHz at stock (hits 1.4V) with 3000MHz Ram.  I do have a spare board but is it worth RMAing?  The board has caused me issues since day 1 and I really don't want a refurbished board.  My Spare board ASrock B350 Pro 4 does not have any memory OC last time I used it.  So should I chalk up a max OC of 3.8GHz with 3000MHz ram, or should I RMA?  I will test the CPU to be sure later first.

How did you check the frequency?

RMA the board, in the meantime you can use the AsRock B350 board which should be just as good :D

I am just afraid of getting a refurbished board that is acting worse than mine.  I mean mine works and I need over 1.4V to hit 4.0GHz anyhow which I don't want to do, Ryzen master utility works but it disables my ram OC.  I had to hit nearly 1.48V just to get it to no crash during testing with Ryzen Master.

this is actually a prevalent issue for Ryzen. still can't find a definitive fix for it.. 

 

did you turn off cool n' quiet and any other power-saving options in the BIOS?

Can you return the board?
