Windows 8.1 wont boot

Hi guys so my cousin recently messed with msconfig and turned the number of processes on screenshots included and now his pc wont boot it keeps saying starting automatic repair in progress and it always doesn't  work we have reset all the registry files with the backups and tried refreshing and no look when we go to safe mode it just crashes and says computer ran into problems please help asap thanks. btw he has 4 cores and only 4000mb of ram

I think you need to reinstall Windows, if there is not a lot of stuff on the drive then format the drive too.
