Haven't used an AMD board in a long time and I can't help much. 

 

Does your BIOS have an option for changing Vcore and multipliers?

It does have those options, however, this person is saying the board shouldn't be overclocked on http://www.overclockers.com/forums/showthread.php/745146-OC-with-GA-970A-DS3P


Are they right when they say 4+1 shouldn't be overclocked on?

I'm not sure if it's the same exact board, but I would assume its at least similar.

you can oc on that board but many of the 970 chipset boards have shitty power delivery and sometimes not even a VRM heatsink which can keep the VRMs a bit cooler and help with stability

Read up on that thread you posted. You can look into some heatsinks and thermal pads on Ebay. See how those affect your VRM temps before attempting any overclocking.

It looks like mine does have a heat sink on the VRMS, right now the CPU is automatically overclocked to 4.1, should I check VRM temps?

 

 

How do I know if I have good power delivery?

I believe Aida64 can check VRM temps if your board has a probe in the area.

Yes. Do keep an eye on your temps. Don't know what the safe limit should be for AMD CPU's though.

You'll have to check your motherboard's manual. Each manufacturer uses different values for their sensors. For mine, it is motherboard/CPU socket/chipset.

ignore AMD temps, because the sensors are complete garbage. It uses digital temp measuring thats why for some people cpu temps are showing as 20°C when room temp is 24°C

I once heard it was less accurate at low temps, what about high temps? I maxed mine at 58c using R15

on some other forums like 2 years ago when i looked, some guy did temp testing with thermal couples and he said that when his fx 8350 shows 65°C his cpu is actually running at 85°C, not too big of a deal for an AMD chip doe since AMD apparently also has a higher thermal tolerance according to themselves. some r9 290x cards for example ran always between 90-95°C
