Should I get a reference sc 980ti for 310 (possibly 300 if I can work them down) or a acx 2.0 sc+ 980ti for 344 but with a 35 dollar Mir. The issue is that extra 30-40 dollars makes a huge difference for me rn. So what are the pros and cons?

Both used, but the acx comes with warranty. Idk how the evga warranty works tho so if it's UPC based they both do I guess. The good thing about the reference one is the same person will sell me a water cooling loop with the block for cheap down the line if I decide to. I just don't know how long it would take me to get the money since I would also need a new case, but I just thought of a new way to make money so who knows.

ACX gets my vote unless you have a tiny HTPC or slim ITX case.
