It's actually very simple.  The top filter comes off for direct access to the fan mounts, and then you screw the fans in place.  Use fans with LED lighting to light it up with whatever color you'd like.  That case is made to hold 3 120mm fans in front, and I don't think you'll need extra hardware.

The water cooler will likely come with hardware that allows you to mount the fans and radiator like was shown in that build.  Long screws would pass through the LED fans on top and screw into the radiator underneath, and then the other fans can be mounted to the bottom of the radiator.

Ok, here's a good value 3-pack of RGB fans that come with a controller (fits in a PCI slot): https://www.amazon.com/Jonsbo-Colorful-Changeable-Controllable-Radiators-3/dp/B06XC2FPW2/ref=sr_1_25?ie=UTF8&qid=1498167897&sr=8-25&keywords=120mm+RGB+fan

Here's another one that uses a remote control and has more LEDs: https://www.amazon.com/Magic-Lantern-Remote-control-12025S1L6-RGB-LED/dp/B01N6HBD70/ref=sr_1_22?ie=UTF8&qid=1498167897&sr=8-22&keywords=120mm+RGB+fan

Or for a name brand, here are some Thermaltake fans that should do the job: https://www.amazon.com/Thermaltake-Riing-120mm-Adjustable-Radiator/dp/B014QW98SC/ref=sr_1_4?ie=UTF8&qid=1498167897&sr=8-4&keywords=120mm+RGB+fan

There are plenty more out there, but these are some of the best value.  I don't know about silent, but any of these should be fairly quiet when set to low.  The Thermaltake fans have the best speed control of all these, and can go all the way down to 500RPM.

The AF120 fans work well as case fans, but they don't provide enough pressure for good performance on a radiator.  The SP120 fans have larger blades that will work better on a radiator, and these here are RGB: https://www.amazon.com/Corsair-SP120-Performance-single-controller/dp/B01LHYI2PW

And here are the standard SP120 fans: https://www.amazon.com/Corsair-High-Static-Pressure-Cooling/dp/B00KXXRCK0

I believe they all run at a maximum 1,650RPM, and can be slowed down for quieter performance.
