I am having major fps drops when gaming going for 113 fps down to mid 20s even teens for a second or two then back into the 80s 90s and 100s.  I cant figure It out and its driving me crazy. 

I am running a AMD Phenom ii X4 965 3.2GHZ, GSkill and Patriot RAM ddr3 8GB 1333 mhz, my graphics cards is evga 1050ti 4GB driver 382.53.  My Games are running on a seagate 7200 rpm drive.

I have tried updating my GPU driver and rolling my driver back. 

Over clocking my cpu up to 3.8GHZ.  

Cloning my game drive to a different 7200 rpm drive. 

Updating windows 10. 

Changing my wired port in my switch. 

Changing my Ethernet cable. 

 

Checking my multiplier when gaming with cpuz. 

Checking thermals with speedfan, cpu is under 63C when gaming and low 40s when idle. 

The games I play are casual  CSgo, World of warships, Portal2, and Rocket league.  The FPS drop happens in all games and it makes playing multiplayer horrible. 

 

I cant fracking figure it out! URG.

Stutters are usually caused by weak CPU, which it is.
