Some usb sticks taking 15 minutes to detect.

So some of my usb sticks detect straight away and some in particular will take about 15 minutes to detect. I've tried these problematic usb sticks in other computers, even a shithead 9 year old laptop that's on it's last legs and it reads straight away.
My pc makes the noise when you first plug it in, but then takes 15 minutes to show up in the explorer.
Tried with a brand new usb stick and it reads straight away. My other peripherals work fine plugged into every usb port on my pc (I've tried all usb ports, not all usb ports are constantly in use.)
Tried a clean install but to no avail.
