If this is for a desktop and you're adding a drive, plug it in and use Disk Management in Windows to initialize and format it. Or if it shows up in Explorer, right click on it and format it.

 

If this is for a desktop and this is the only hard drive, you're probably going to have to install an OS on it anyway, which the OS install process includes formatting the drive.

 

If this is for a laptop, you'll need something like a SATA to USB converter. Unless you're replacing the drive already in there, in which case, refer to the previous thing.

you could have used the usb to sata adapter of an external drive
