Gaming only 7700 is better TODAY. However we can't say what will happen in the future.

Linus sebastian recommended as sweetspot a Hexacore, but hey, intel is still wining on benchmarks in "highest fps" with a quadcore. 

Games from 2013 and later (not EVERY game) started to make use of 8, 13, 16 and more threads. But you must understand: This is not equals to better fps on games. This mean you can do MORE without loosing your current state. Personally i would not look at Intel given the past notices on their new x299 platform, we don't know what will happen to the mainstream, since the high end will also bring i5's. It's a bit messy to say the least.  

 

My honest opinion is:
Best performance today: 7700. 

 

Best buy today: Ryzen 1700. (yes i know you asked about 1600, just saying). 

For gaming only, the 7700 would normally be the better choice. However, socket 1151 is nearing end of life, while AMD have stated that they will support AM4 for about 4 years. The R5 1600 will age better with more modern AAA games supporting more cores, and would likely allow a better upgrade path.
