GPU under-performing in all games.

My GPU suddenly went from around 80-90 percent load in all games to around 30-40, is this a software issue?  I've reinstalled all drivers and deleted using DDU, still didn't change.  I mean seriously, I've dropped 300-400 FPS in Minecraft.
