Renewable your firewall and don't worry about if they are not running you'll be fine plus it's a stupid idea to turn off the firewall completely

Just pause the downloads in utorrent or bittorent, they do nothing when not downloading anything. Skype also doesn't use much,  if you go to task manager you can see what app uses internet and how much.

I don't always have time to study, but when I do, I don't.

Are you saying that you can't uninstall your torrent program from your control panel?

What about packet loss? Was it more than 0%?

You need to install Java for the packet loss test. Low ping time means nothing if all of the information doesn't get through.

yes that is what i mean

To remove the program (not 100% sure if this will work for you, but this is what I would do):

  1. In the search bar on the start menu, type in "msconfig" and then open the application that shows up in the search results (or, you can go to "Run," and then type in "msconfig"
  2. Once the program opens, go to the "startup" tab, find your torrent program (if it is even there) and uncheck it.  Uncheck any other programs you see there that you don't need while you're at it.
  3. Reboot the computer.
  4. Open your C:\ drive and browse to your "Program Files (x86)" or "Program Files," depending on what type of computer/what version of the torrent program you have.
  5. In one of your Program Files folders, you will find "uTorrent" or "bitTorrent."  Delete the entire folder.  This should permanently get rid of the program.

Since your pingtest got a good score, I suspect that this isn't the only thing that is the problem... there are probably one or two other things wrong with your computer that need to be fixed as well.  Tell me if it works!
