Under $30 replacemnt for smd stock cooler

That case will take a 150mm cooler.  A 212 Evo is out because it's 159mm tall.

 

The Cooler Master T2 is only 140mm tall, so that would fit fine and is very cheap.

 

A Cryorig H7 is only 145mm tall, so that will fit and costs like $35.  Great cooler, although a bit fiddly to mount.

You could try something like a Deepcool Gammaxx 300 or 200T. Both are pretty cheap and pretty short for a vertical cooler. I'm still running the 300 on my 2500K because it does a great job of keeping up.

The Gammaxx 300 is also a good cooler.  I use one on an i5 and it does great cooling it!  The fan made an annoying electronic switching noise though, so I ended up replacing that, and it's been super-quiet ever since.

I've never noticed any noise with mine, it could have been a bad fan from the factory.

 

When replacing the fan did you get a 90mm fan? The mounting bracket is not a full 120mm.

I used a standard 120mm case fan.  Foam pads and glue may have been involved. :)
