hi im almost ready to buy my parts for a new pc. my courrent pc has windows 10 and i want to use the same hard drive and windows in my new pc. i know  i cant just take the hard drive and put it in the new build and expect windows to work perfectly. Should i clear my hard drive and then put it in the new system and if i do that will i be able to use my windows 10 key and expect it to let me use that key again?

Well if the HDD has windows 10 already on it and you want to reuse it, Window's auto-detection system for new hardware like the motherboard is pretty good at "Setting up new devices" but if that fails, make sure your key/license is attached to a Microsoft account so that if it fails, you can reactivate it on your new hardware after you're done setting up windows.

For the best possible experience sure, but it depends on how much time you have because reinstalling programs on a mass quantity can take a while, not to mention the files you need to remember to backup.
