What's the rationale behind this?

 

Most folks don't even use expansion slots beyond maaaaybe a WiFi NIC, which is already included on many (not this one) MicroATX and MiniITX boards. 

 

The second rig would be the better gaming machine, but not as snappy in terms of desktop productivity performance (opening applications, switch tasks, etc.). The first rig would feel significantly faster due to its SSD, but its gaming performance will be quite a bit behind the 1080 Ti. There must be some middle ground where you can have your cake and eat it too though, but I'll leave that to someone who has time to spec it for you.

Maybe when vega comes out it'll be the middle ground

True, but unless a hardware launch is imminent - as in you can have it in your hands within the next week - I'll never play the "wait for X to release" card. I've been building for about 15 years and there's always an excuse to "wait" for some new hardware release. You can wait and wait for eternity or make a purchase and regret it because something newer/shinier came out a few months later. Personally, I get more value in having a product in my hands and using it NOW than waiting for an ambiguous amount of time for something ambiguously better.
