Fallout 4 bug

Can fast travel in fallout 4 even tho i am overencumbered and i don't have the perk that allows you to do that, not game breaking but kinda feels like cheating. i have some mods but just unofficial patch and some graphics mods

 

Any one else with this bug? and if so how can i fix it?

validating the files on steam as i'm writing this
