Cheap setup to get going

I'm really want to have a desktop up and running super fast but I checked all of my local buy and sell websites for CPU+ram+mobo combo but have found nothing and I dont have a huge budget I want to keep it under $100 Canadian if possible will go over by $25

Don't believe you going to be able to get much, just be sure to watch things like craigslist Ebay and Gumtree, I sometimes find heaps of cheap deals like $25 AUD for 7 PCs, all working. just keep a look out

well look out for stuff like this, I'm in Aus so itll probably be different, but I just found a fully working PC for $35 AUD = $25 USD

That most likely wont support a modern GPU because of the Pentium D

Thwn serach like I did and find something better, but mate if youre on that tight of a budget youre not really gonna be able to get anything good, my PC cost me $830 AUD and I am using a GT 610, obviously you could get it for a lot cheaper but, don't expect too much for $100
