Ryzen Upgrade

With my summer break approaching I am going to start planning my upgrade. I need some suggestions but I don't want the cost of the upgrade to go over $380. I am just going to use this for gaming and maybe the occasional stream. So to cut down on cost I was thinking of downgrading to the R5 1400 from the planned 1600 (Not the best idea maybe but I will have you people give me feed back on that). RAM is also an issue that I need some suggestions on.

If you have a Microcenter near you you can do it for around 325 with 1600.

Well that's not happening, I am no where near one, closest thing is a Fry's store that is 30 minutes away from where I live.

Great! I got a RAM suggestion and a "yes" to the 1600. 

I'm upgrading from an A4-7300 APU.
