USB ports not working

Hey, none of the usb ports have any output. I have reset the cmos and bios but nothing works. I can't input anything because my keyboard and mouse is connected via usb. 

Components: Asrock Z270 Pro 4, 7600k, EVGA 650w 80+ gold. 16gb corsair 2666 ddr4, gtx 1080.

might sound like a stupid question, but is this usb 3.0 and 2.0? And can you use anything in the bios or does it not work there either?

All of them. I can't use anything in the bios.

If you have PS/2 try to plug a keyboard or mouse and see if you can do anything with that...otherwise return that mobo or buy a new one.
