high cpu usage problem

so some reason my cpu uses literally 93% of load for something like minecraft and sometimes it tends to use 30% on something such as chrome?

Specs

-GTX 1080

-I5 6600k 4.8ghz

-24gb of ddr4 ram

Things I have already tried:

-Lowered CPU voltage

-Lowered CPU clock (Down to 3.8)

-Apply new thermal paste

Oh and Ive already checked it isnt windows using the monomer stuff its literally using 93% load of my cpu and i cant rlly run anything in the background of something such as minecraft
