FIIO e7 dac not being recognized

I just bought a fiio e7 dac/amp and when I plug it in to usb the computer doesn't say anything or do anything and nothing plays through it. The dac says its charging and it plays through a 3.5 jack with just the amp, just not usb. I have tried different cables and ports, I only have access to my one computer right now however. Any sugestions? I have tried the thing in startup settings where you disable driver recognition or something. Running Win 8.1.
