I bought my original system prebuilt with an i5-4440s processor in it. I've upgraded all other components in the system except the 600w PSU and the motherboard, and now its time for the CPU to go.
I didn't want to buy a new motherboard too, so i stuck with the LGA 1150 and bought myself an i7-4790s for cheap ($140). But i have an issue.
I followed the step-by-step process shown in one of the Linus Tech Tips youtube videos showing in-detail how to replace a processor. After pulling out the i5 and putting in the i7, applying thermal compound and locking the heatsink, reconnecting the cables and locking up my case, i powered my system on and waited. Normally it takes about 5 seconds after powering on to get my Post beep. I waited 15 minutes and never got one. I took out, cleaned and replaced the processor several times to make sure i was doing it right, and the results were the same every time. I then took out the i7 and put the i5 back in, and while i WAS forced to reinstall windows 10, everything else worked perfectly fine on the first shot, and was able to run stressful simulations on Space Engineers identically to before i pulled it out. With that said, i can easily rule out an issue regarding other parts of my system or misplacing anything, as i put the i5 in exactly as i did the i7.

My motherboard (A Gigabyte Z97-HD3 running BIOS revision F7) is compatible with both the i5-4440s AND the i7-4790s, so long as the BIOS is F3 or higher. I also reset the CMOS after inserting the i7 each time, and again when inserting the i5.

I would greatly appreciate any help in getting this processor to work. This is my first time changing out a CPU, so i know i'm most likely missing something, which is why i came here in search of some guidance. Is the CPU damaged?

Are there any bent pins on the CPU?

I don't see any damage on the outside of the processor, it is completely clean, no dirt or anything on the contacts or anywhere on it for that matter. As for pins, i don't see any at all, as the pins are on the motherboard; however i can confirm that the motherboard ones are perfectly fine, since my i5 still works properly.

The processor was bought through Ebay, however, it came in its original packaging, still sealed up, and the seller listed as New. The original packaging was also put in a bubble-wrapped box about 50% larger then the original box. The seller also put a 30 day return time in case it doesn't work.

In that case, from how you are describing it, the the i7-4790S may be dead / damaged (internally) from the start. 

 

See if the seller is willing to honor their return policy; either get a refund, or send you a replacement.

Ahh damn... i was really hoping that wasn't the case. I have one of my more hardware-knowledgeable friends coming over to see if he can figure it out, but if he cant then unfortunately, that sounds like the only option left.
Real shame too, i been really excited for this since i placed the order 3 weeks ago :( Thanks anyway though, i appreciate it.
