How do I set up a streaming pc

I have to computers; one has a 5820k and 980ti,and the other has an i3 4150 with 560 ti in sli. I use my 5820k build al the time and the i3 is just sitting around with nothing to do. I was told by my brother that I could set it up to be use to dedicate to streaming because my current pc is dropping way too many frames like 3000 in an hour. So is it even good to use it for that or what should I do?

5820k and 980ti is dropping frames? How? Whats you upload? And the way to use 2nd PC as steamer is to get capture card.
