ATM I have an i5 4590 and for most of my games it can run just fine, but I know in a year or so I will need to consider upgrading. I was thinking about ryzen 5, but I could also just go with a used xeon or i7 4770/4790 for much cheaper since all I have to do is replace the CPU... What do you guys recommend?

Btw I only care about gaming and maybe get a second monitor for YouTube and gaming but that's about it

maybe Zen 2 will be out by the time you need to upgrade.

you could also get a 4790K with no need for new RAM and Mobo

Unless the game is heavy on CPU side, you have an overpowered GPU and it is getting bottlenecked then I wouldn't care for an upgrade, else get an i7

It depends on the system you currently have: GPU, Motherboard ect. Please reply.

It's h81mitx 16gb of ram and a gtx 1060 6gb. I plan to upgrade the GPU in two years at least and I can notice some stutter in open world games like GTA v and Forza horizon or lowered fps in city areas, but nothing TOO bad.

Those frame rate drops would 100% be caused by the CPU. I have a 1060 6GB as well and nothing like that happens, you should be fine to upgrade.

you also have an i5 7500 judging by your post which is at most 10% difference with his i5

If you're upgrading in a year, ask us in a year.

What makes you think you're going to need an upgrade? You should be fine for 60hz gaming for a few years yet on that CPU. and if you have a faster monitor than 60hz you would already be feeling outdated.

If you really feel like you need a CPU upgrade (for some reason), it would be in your best interest to find a used i7 4770/4790 or high frequency xeon for your current platform and not upgrade the rest. However if for some reason you want a platform upgrade for some feature (such as NVMe support, USB C, Thunderbolt III, or whatever) which no performance upgrade can give you... then again, you should be asking us in a year because there will likely be new revolutions out at that point which you will be seeking as well.

Most of the games I play are open world and my I5 is always at 90% to 100% usage so I'm guessing open world games a year from now = more CPU usage. I do get though that maybe in a year we might have 6 core i5s and stuff

Spoiler

Well frame drops are only really noticable when their is like a lot of cars in one place, and I notice GPU usage during these drops are 70% while CPU usage is 100%, so I'm guessing bottleneck right?

What framerates are you experiencing when at 90%-100%? and to which games are you referring? Some games are certainly more demanding than others, and you could very well be well over 60 fps during these instances. I'm not saying don't upgrade. I'm saying wait a year and see how you feel about it. tough to make a concrete recommendation about it since I do not know what kind of user you are or what kind of person you are or even how wealthy you are. all of these things change the recommendation we could/should make to you.

When you feel you need an upgrade, return to us then and we will assist you. whether that's 3 days from now or 3 years from now.
