Video Thumbnail Problem in Windows 10

Im working on a video with some friends and Im sorting throught the good and bad takes. For some reason in windows explorer, some video thumbnails are scaling and some are staying the same size when I increase the thumbnail size. Does anyone know what going on here? Notice how the videos near the top have a larger thumbnail size than the ones near the bottom. They are all the same video format.
