Are you trying to install Windows 7 to the USB drive, or are you making a USB installer?

Do you have an ISO file of Windows 7?

try using a different USB booting software, i used "YUMI-2.0.1.6" 

https://www.pendrivelinux.com/yumi-multiboot-usb-creator/ 

Download from here and run it and choose the operating system and boot file

Always works for me
