This website is no less legal than say eBay. Sure only buying the key for windows isn't legal, but same goes for say jaywalking in NYC, and going over the speed limit, people still do it. eBay, Amazon (to a lesser extent), G2A, Kinguin are just marketplaces that charge for virtual "stalls" to sell things. Just get a reputable seller and you should be alright.

You would be better off going with a GTX 1080 and G-Sync Monitor rather than trying to squeeze a 1080 ti in there. Most of the monitors specced so far have been Freesync which doesn't make much sense with an Nvidia gpu as you won't get the variable refresh rate.

 

This has a GTX 1080 and  27" 1440p G-Sync monitor. A 1080 will still do great at 1440p.
