Hi. I have a really odd problem with my windows 10. When ever I move my mouse constanly the program I'm hovering the cursor above will spike up on cpu usage and stay there if I keep moving the mouse. In chrome this results in lagging of youtube videos witch is the biggest problem since I would like to be able to do something else when watchin youtube. I have researched this further and it is not program dependent. If I open steam and move my mouse cursor over the steam window steam tasks will spike up in cpu usage in task manager. This happens with every program I have tried this on including: Task Manager, Edge, Steam, Slack, Telegram, Spofity and the list goes on. The cpu can gain 40% of usage if I just constantly move a mouse over a open window or even the desktop. I have done the basics like checked for viruses and malware. All my drivers and windows are up to date and so on. What could cause this? Is there anything else I should do to try to fix this. Thank you if you can take your time to answer
