I just checked ebay for some cross reference prices a couple of days ago. is that to high for most people and un reasonable? or would it be good if I said like $100 and negotiable?

if they are selling for $100, then clean them up and it should be good.

You can buy a new 2x8GB kit of DDR3 for less than $100, so there's no way you're selling that for $100-120. You can buy used 8GB kits for like $30, so I guarantee if you looked hard enough, you'd be able to find a used 16GB kit of DDR3 for $50-60. It's worth $75-80 max.

would it be a better idea to try to trade it for a decent GPU?

I have no idea, I don't know what a "decent GPU" is to you, or what you'll use it for, what the rest of your specs are, etc etc. I'd say it'd be easier to sell the RAM though.
