Ok. So, I come again with this problem. My Leadtek GTS 450 1gb fan is not spinning. The GPU works, it gives video signal. The fan is ok. I tested it with out the gpu board and it works. The pins that are connected to the fan dont give enough power to it. I tested them and they give about 1 to 2 volts and 0 amps. I soldered some wires to it and the fan still does not work. I think I need to desolder and replace something but I dont know what. Can you help ? Here are some images.

 

It you need some readings ( on the device from the images ) to make your decision on what is broken, feel free to ask.

Clip a molex connector off something and solder the fan wires to the +5v and the ground respectively. As long as the fan keeps the card cool you should be fine.

Note: When soldering anything for a PC case, ensure every open metal contact is wrapped up with Electrical tape or something. Touching a grounded case with a positive current from your PSU is a horrible idea.

Never dismiss a possible solution because of a respected brand.

I think the voltage regulator is bad. And i did what you said for a while but I want it to look like it used to. :)
