CPU difference

What's the difference between

Intel® Core™ i7-3770S

and

Intel® Core™ i7-3770

in the Intel's website it says that the S stands for Performance-optimized lifestyle, but how? Since the S SKU is clocked at 3.1 GHz base frequency and the standard 3770 at 3.4 GHz.

How is that called performance, if the base clock is lower?

The only difference is the clockspeed, the 3770 (non s) is better.
