I mostly use my PC to play Rust on Steam. I run 2 monitors and usually have something open on the other one like a webpage, discord, Excel spreadsheet or all of those. It never used to be an issue, but lately my CPU has been sitting right around 65-70% just sitting still in game and if I open something on the other monitor it often climbs to 100% usage. I did recently upgrade my RAM(https://smile.amazon.com/gp/product/B006507Q88/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1) and I'm not sure if I have a power issue, or if it's time to upgrade that CPU which probably also means a new motherboard. First of all go in the task manager and look for weird named apps that use most of your CPU power or other apps that do what I said a few words before. 

It might be a virus or a faulty application that uses most of your CPU.

Hopefully it's just a faulty app. It can be reinstalled.

If there's a virus in your PC you must remove it ASAP.

Thanks for the quick reply. The game itself is using 60%+ and the next closest usage is 1.5%. Nothing crazy sticks out as far as applications.

I'm playing at 1080 with pretty much maxed out graphics settings, but this build should be able to handle that. I used the GeForce Experience "optimized" settings.

I just did an experiment and changed to the lowest settings. It had 0 impact on CPU usage. Still idling at around 60% usage.

You should consider reinstalling the game since last night before falling asleep I tried to play it and on maximum settings it was frame dropping maybe because I am running on an old WD Black and the textures were loading pretty low and maybe my PC is not that good.
