Trouble Turning On System

Hello, Im running Windows 10 and my computer will not boot at all unless i clear the CMOS by pushing the button in the back. After doing that the computer boots up and will run fine. However if i attempt to shut down then turn it back on it will not boot unless i hit the clear CMOS button. It also wont turn on after i hit restart in windows. Not sure what the problem is or how to fix it. Plz help?

i7 5820k

32 gb Gskill ram

Asrock killer x99 motherboard

samsung 850 evo 1tb ssd

gtx 980ti 

all with custom watercooling throughout.

Clean windows install, something clearly happens within windows after you've cleared the CMOS, hence the endless cycle.

do you have a software that loads up a overclock profile at boot?
