My laptop is fucked

CPU: Core i5-3360M

GPU: HD 4000

Windows 10

My laptop will not work correctly at all. Half the programs I run won't appear in the taskbar and live tiles will not show up at all. It is very frustrating as the programs I use are the exact one's that won't appear. I've tried resetting the whole laptop, downgrading to Windows 7 and back to 10 and nothing has worked. Help?

have you done a complete fresh install, as that'll be a registry issue.

Step 1: Restart PC

   - I have had a similar issue countless times, although not to that severity (I never let it last long) and when I reboot the PC it goes away.

Step 2: If step 1 unsuccessful, perform a fresh install
