Dual Monitors! Slow PC...

I just installed another monitor to my PC and it has been somewhat frustrating because it is laggy and slow at times. I can not find find any solutions to the problems and wanted to ask if anyone has experienced this problem and has found a solution. Please and Thank you

32gb of Ram

Gtx 1070

128gb 850 pro ssd

2tb WD Black

650 Watt Power Supply

What is the monitor?  And is it plugged directly  into the 1070?

Yes I updated the drivers and it happens when I am using Photoshop and Illustrator but it also happens when I watch a YouTube video or Netflix.

do you run photoshop on the background while streaming youtube and Netflix?

It is 2 Dell P2415Q monitors connected directly to the 1070. They are both 4k monitors so that might be the reason possibly.

Sometimes but it usually happens with just normal web browsing on the other monitor.

Yes Display port for both directly to the 1070
