Is it ok if my hyper 212x touches the plastic window of my sidepanel on the case? I think that the copper 'spikes' are touching.

well, as long as they are only touching it should be fine. if you have to force the panel on the cooler for it to close you could damage your motherboard tho.

I think its slightly touching the plastic window .

I wouldn't worry. Plastic window will bend a bit, mobo wil bend ever so slightly, and both can do that.

No problem the worst that will happen is it will bend the window slightly but you would notice when putting the side panel on if it was that bad
