Trying to find the best bang for my buck. Basically the price of the RX 570 4gb is the same as RX 480 4gb (2nd hand).

 

I personally would prefer the 570 because of warranty purposes and it being brand new. Average 480's are 9 mos. to 1 year used and have probably been abused already.

 

Games I play are: GTA V, Witcher 3, MGSV TPP, Project Cars, etc.

 

Which one should I get? Are there substantial differences that the 500 series offer?

The 500 series is just clocked higher. I'd get the 570 though for the warranty.

570 is only a few % worse than the 480. it's your choice if 3-5FPS more in games is worth buying a used card, although I'd buy new.
