1. Does Sony rx100v really can record 4k for little time? If yes how do vloggers use it for their videos in 4k?

Google is your friend. Just google basic things like this. 

 

A simple google search gives you a spec sheet that says it records 4K internally at 30fps. However it seems to have a 5min recording limit, most likley due to overheating. 

 

And how vloggers use them? 

Well they don't just let their camera run for a whole day, you take small clips and then put them together in post. If they need one clip that is longer than 5min (highly unlikley though as most vlogs are <10min) you can just shoot 1080p and upscale it and like 90% of people won't notice because they don't own a 4K monitor.
