Hello, my current system is:

I5 3330 using stock cooler

8g ddr3

Rx 480

Samsung ssd 240g

1tb Seagate hdd

430w psu non modular

I have around 150 of birthday money and was debating what I should get. I'm not overclocking or anything crazy, I mainly play csgo. I was thinking of upgrading my CPU cooler, although I don't think it will have that large of an impact. I'm wondering if I should save for a new CPU instead.

Your CPU should be more than capable of maxing out CSGO at well over 144fps anyway, so I wouldn't do a thing other than maybe replace the stock cooler -- but only that if its noise bothers you.

Some 75hrtz 25in acer monitor 1080p

That's plenty I wouldn't upgrade that at the moment and you couldn't on that budget anyway. It might be worth adding 8gb of ram to make your games run smoother but there's no other upgrade that you can make for that money that will make much difference so I would save your money. Though I'm confused to why you want an upgrade if you're playing CSGO as that hardware is plenty to play CSGO (and almost all other games) at that resolution and refresh rate with maxed or close to maxed settings
