heat sinks

Ya we need the model of capture card. I doubt it needs one though, if it didn't come with cooling, it may not need it.

Also, searched for that card. Them heatsinks are easy to remove. Just use zip-ties to add a stock CPU cooler to it or somethin.

 

I also agree with @BloodyWaters that it most likely won't need it. Case airflow is the best/easyest way to improve temps.

If you are measuring this by hand, then there's no issue. Because normal temp for human body is 37C (most of the time 34-36C), everything over that will feel hot for your skin/hand. I think that card would be fine up to 60-65C temps. Which would feel like burning to your hand. Get thermal probe or use normal thermometer to get more accurate reading from back of card or near the fan.
