Hello,

First of all my specs:

i5 4690k 4.4Ghz

8Gb Ram

Gtx 1070

Programs:

I tried Priemiere Pro and After effects(as were mentioned that after effects is nto that greeat for rendering I stick with premier pro)

I recorded 1080p video 60 fps (there was 59.8 smth like that not even sure why, recordet with geforce experience, because if used bandicam or fraps fps drops were liek from 100~ to 10-20fps sometimes, game 7daystodie)

After I imported video to Premiere pro, added intro its 5 seconds text slide in and out and for those 5 seconds I added blur effect with fadeo ut at the 6-7 second.

Rendering time with 264 (if Im not wrong) codec 60 fps 1080p when video already got that quality, using help of cuda were like 3+hours, video lengh is 46 minutes, I understand that its pretty normal time, but maybe there any solution on how to shorten that time ?

Personally, I think that that is a pretty respectable and nice time, considering your specs.  I use Blender and render on a ThinkPad X1 Carbon right now, so my videos take like multiple weeks to render.......

yeah mby ure right, but still mby there is an way to lower it to liek 2hours or smth ? my friend using amd phenom ii x6 1055t and same video using sony vegas he rendering like 2hours or so.

Also is it worth to upgrade to i7 4770k or 4790k (if I would foudn them anywere in my country for sell at all), or w8 for more stable optimisation for ryzen and go for ryze 1700 ?

If you want faster render times then you should probably go for the Ryzen 7 or an Intel Core i7. The i7 4790K is still a good pick but it's a bit outdated as there will be much better options instead. If you can get a good i7 4790K for a really good price then you should definitely go for it.
