GTX 760 or higher for $35

I'm going to get a gpu it's atleast a 760 and above and I'm getting it for $35 Canadian and I'm wondering if it's a good price?

Yes, that is a good price, is it's about equal to a 1050 ti, and those are selling for about $200 CAD.

The 770=1050ti

760 is about an rx 460

The problem is I don't have a PSU that has any pcie connectors and I don't have a job so I can't get a PSU and are the screws that hold the heat sink near the GPU core supposed to be loose a little?
