My PC had been running fine since I built in November, 2016, but just a week ago it stopped posting. I ended up resetting the BIOS and fixing that issue, but now a bigger issue came to be:

My PC just doesn't seemed to be running as it did before the no-post situation.

I get 40-60 FPS max on GTA V Max Settings (80-100 before the no-post)

I get 100 FPS max on CS:GO with occasional frame stutters (it used to stick to 144 before the no-post)

On Spotify, I noticed that if I move my mouse around really fast, it seems to get really slow or freeze up unless I stop moving my cursor.

I made sure that my CPU wasn't throttling, and it wasn't.

It maintained its normal 4.0-4.2 ghz clock speed. Temperatures also seemed to be normal.

I have no clue what's going on and would appreciate any advice given. Thanks in advance.

Specs (let me know if you need anything else)

CPU: i7 6700K

GPU: GTX 1070

MOBO: Gigabyte GA-Z170X-Gaming 7

RAM: Corsair Vengeance 16 x 2 32 GB RAM

PSU: EVGA SuperNOVA 750 G2

OS: Windows 10 Home 64 Bit

My friend advised me to downgrade my graphics driver but had no affect on the performance.

Some people are saying I should reinstall Windows. Should I?

Yeah, reinstall windows. Update your bios and make sure your ram is clocked high enough. before you do so

Night theme users exist. Just remove the formatting.

You could try to reinstall, as that fixes a lot of issues.

After you reset the bios, did you reapply any overclocks you had previously?

I never overclocked before the BIOS reset. And I overclocked to 4.6 temporarily to see if it would have any affect on my FPS, but it did not for the most part.

Hey man, before you flash the bios. Reset your windows first, / maybe a full reinstall re format will solve your ailment. I was running a Asus center but it can over clock inside of windows and watch fan, temps, and voltage. Pretty sure I had started getting issue with Virus or something as my voltage kept giving me intermitant warning it was at 0 V at various parts. Yet  After reinstalling windows the issue disapeared, actually I have reinstalled windows many timesas windows 10 is pretty stable and I have been using air cooling and OC through my bios for longest time. I had blue screen happening, so I started messing with OC and eventually tried turning whole thing off and doing memory check, but it can be pretty easy to make the OS  disfunctional if you arn't careful. So I am still using the Bios version my Mobo came with, never flashed it once but reinstalling windows solved my blue screens. I'm sure it might be good idea but I've never actually flashed a bios before, I downloaded the patch and tried to apply it yet nothing happened through the Asus software. I have a fast flash button on my io panel but I never really got it working and too worried I could brick it for nothing as it's working fine now even with a battery supporting the power.

Aside from reinstalling Windows you could...

1. Set BIOS to default setting and set XMP profile for RAM that is appropriate for your RAM's rated speed etc...

2. Do Memtest86 to rule out RAM errors

You already tested that your CPU seems to be fine. I doubt your GPU is the culprit.

If your BIOS and memory are fine...then yeah...maybe a fresh install of Windows will do it.
