Will it be possible to power your monitor and display through one cable from your graphics card on a desktop pc using thunderbolt 3

Yes but it's not supported. Also to power the display you need a fairly high power boost converter on the board. Most monitors are designed to supply power not use it from the thunderbolt 3.

Well theoretically if your monintors specification say that it can be powered though thunderbold, yes.

But I highly doubt it can.
