i would get a old oem desktop with 3rd or 2nd gen i7s or i5s, throw in the 450-watt psu if its good and a rx460 or 1050ti.

Or use like 100$ to buy a used desktop with a i5 or i3. And use the remaining 300$ less or more to buy a GPU.
