My pc doesn t work how it should and I am refering to gaming. I think the problem is the CPU. For example I have the same fps on very high and low settings on Watch Dogs 2. I made a benchmark test and it says performing below expectations on CPU and way below expectations on RAM.

Bit of an AMD fan I suppose. I don't bias my replies to anything however, I just prefer AMD and their products. Buy whatever the H*CK you want.

The test results will vary pretty heavily, so you need to make sure that there's NOTHING happening in the background when you run the test. The test results also include OC results, so bear that in mind.

Things like Skype can make so much difference?

Some of them really good and smooth, but some of them like Watch Dogs 2 and almost everything new from Ubisoft are sketchy. I mean it s the same if the settings are on low or high, the fps remain the same, like 40-50 fps.

Absolutely.  Everything makes a difference. Even Windows services running in the background, or background file transfers. Sometimes anti-virus can interfere and affect the results as well.

Watch dogs 2 has shitty optimization. My favorite game to test is gta v. Very demanding on both the CPU and GPU but is scalable as you turn down the settings. But sounds like either a game optimization problem or ram issue. Your CPU will perform bad if your ram is bad

I made tests on gta v and is really good. I have 45-50 fps in average on maximum settings. In settings like high is very good.
